Eagles Honor Secretary Tobin. Secretary of Labor Maurice J. Tobin receives the National Civic Service Award of the Fraternal Order of Eagles “for courageous leadership in establishing the rights of labor and promoting better relations between management and labor.” The presentation was made in the secretary’s office in Washington by John F. Kelley, of Cambridge, Massachusetts, national vice president of the Eagles, on behalf of the more than one million members of the Order.
