Draft Protester Almost a Victim-- Walter Skinner, 25, of Pasadena looks down to discover his clothes on fire near a basket of burning records taken from the Los Angeles induction station today. A companion, Charlies Friend, rear, came to his aid and helped put the fire out without injury to Skinner. Skinner, Friend and a third man were arrested on a charge of suspicion of conspiracy to commit burglary.
