This is Mrs. Dolores villa lobos, mother of four children who were found by juvenile officers, weeping and undernourished, they said, in an "indescribably filthy" apartment. the three boys and a girl ranged in age from 2 to 6. one of the children, tony, 5, was bound by canvas thongs, secured by two padlocks to a chair. the mother explained that she is a cocktail waitress and does not know where her husband is.
