Diverts Traffic in Gas Area--Philadelphia fireman wearing gas mask direct traffic from northeast section of city where tank car (background) had broken pipe line that permitted chlorine gas to blanket the area. More than 275 persons were stricken and treated in five area hospitals. No fatalities were reported, although some victims were reported in poor condition. Most victims were given oxygen and had their eyes irrigated by hospital attendants and later released.
