Commands More Responsibility--Army Gen. Paul D. Adams, 57, as chief of the U.S. Strike Command, can draw on some 200,000 combat-ready army troops and airman plus hundreds of Air Force planes to deal with emergencies anywhere in the world. The Strike Command gained new importance yesterday when it was assigned specific responsibility for all U.S. military operations in a huge area of the Middle East, South Asia and Africa. This added a token naval force to its army-air might.
