Case of the Portable Fire Hydrant--Joseph Baroncini manages a smile at a police station here today as he dropped by to look over a realistic--but dummy--fire hydrant which was the cause of his auto being tagged for a parking violation Wednesday night. A patrolman ticketed the auto, but on return found the plug and the car had disappeared. On return the next night, the patrolman found the plug against and on inspection found it to be a phony--apparently a TV or stage prop. Baroncini said his car was parked by a doorman, and meanwhile he is due in Traffic Court Mar. 17 to answer a summons
