Billie Fulton, a pert miniskirted graduate of Custer County High School in Miles City, burns her "draft card" in front of the local recruiting letters from all the armed services because of her first name, but the joke went too far last week. The letter she burned said today's new Army would make her into a man she could really be proud of.
