Attacks Tax-Free Institutions - Boston Mayor Kevin H. White proposed today that a service charge be levied against private, tax-exempt institutions to reimburse the city for costs of municipal services provided to them. Private elementary and secondary schools and churches would be exempt from the proposal. White said his plan would raise an estimated $12 million, a reflection of about $7 on the tax rate. He said the proposed service charge would apply to colleges, universities, hospitals, charitable organizations, museums and fraternal organizations.
