Betsy Nears Gulf Coast -- An emergency bulletin issued by the New Orleans weather bureau at 6 p.m., est, said the center of hurricane Betsy was located at about 150 miles south southeast of New Orleans and was moving northwestward about 18 miles per hour. The bureau said she was expected to turn to a more northerly course. Hurricane warnings extend from the Texas border eastward to Pensacola, Fla.
