Baxter, Ky. -- Flood Causes Rubble-Jam -- The record-breaking flood of the Cumberland River in eastern Kentucky yesterday caused this debris to lodge against bridge between Baxter and Harlan. At its crest the waters were 13 feet above flood stage forcing 10,000 Harlan County residents to be evacuated to higher ground. The waters started receding late yesterday.
