Almost a week after Hurricane Cleo brought her torrential rains to this South Georgia Army post, the parade field still was under a foot of water. So S/4C Phil Schaefer, doing his annual two week training stint with the 81st Infantry Division, mastered his environment by wetting a line -- the line, of course, being tied to his M-1 rifle.
