Algerian Rebel Chief in Cairo - Ferhat Abbas talks to newsmen at press conference in Cairo, Egypt, today as he announces formation of Republic of Algeria and a provisional government to prosecute war of independence against the French. He was named as first prime minister of the rebel government in exile, which was immediately recognized by three Arab nations. Five of his ministers are still French prisoners. At right is Ahmed Tewfik Medani, minister of culture in Abbas' government. Others are unidentified.
