Frank L. Batchelder, 45, of Annapolis, Md., in Worcester, Mass., police station where he was arrested on charges of larceny, forgery, and polygamy. Captain of detectives P. Frank Carroll said Batchelder is a nationally known mail thief and admitted orally that he had served terms in federal prisons across the nation.
