Thomas R. Clements, 23 (right), of Philadelphia, wearing jail coveralls, is led to arraignment on charge of murdering Sandra Hall of Philadelphia, by George Dougherty, chief of Cape May county detectives. The body of the slain girl was found in the surf at North Wildwood, N.J., early yesterday. Clements was taken into custody by police late yesterday. He was held without bail after pre-midnight hearing. The slain girl had been a second-grade schoolteacher but was recently employed as a bookkeeper. She and Clements had attended the same school in Philadelphia.
