The Army is believed to be grooming much-decorated Gen. Creighton W. Abrams, Jr. (shown in a 1960 file photo), vice chief of staff, as a possible replacement for Gen. William C. Westmoreland as U.S. commander in Vietnam. A top-level command reshuffle could bring Westmoreland home to be Army chief of staff any time in the next 5 months, if he is willing to leave Saigon.
