This photograph shows Wilbert E. Locklin, Springfield College's ninth president, discussing an exchange with Oswaldo Borges, the President of the National Sport Institute. Dr. Frank Fu (Fu Haojian / 傅浩堅; 傅浩坚), the director of the International Center, stands between them. the The exchange took place between Springfield College and Venezuela in October of 1980. The agreement was made to educate 14 Venezuelan coaches for the 1984 Pan American Games, in which Venezuela hosted. The exchange stated that Venezuela would send two or three coaches in the following sports: gymnastics, basketball, track and field, wrestling, baseball, and swimming. The special coaching program would include classes in coaching theory and methodology, team practice, techniques, and physical conditioning. Dr. Frank H. Fu, the Director of the college's International Center was also present during the exchange. In 1965, Locklin was named president of Springfield College, where he served for twenty years. He was responsible for raising funds and developing strategic plans for Babson Library, Cheney Dining Hall, Fuller Arts Center, Gulick Hall, the Physical Education Complex, Linkletter Natatorium, and the Towne Health Center. He also introduced new academic programs in business, physical therapy, and YMCA studies. Furthermore, he was the driving force in expanding the college's international scope through his development of programs in China, Japan, Hong Kong, and Saudi Arabia. Following his retirement in 1985, Locklin founded Locklin Management Services, which helped local nonprofit organizations with fundraising. Dick Whiting and Doug Coup were both members of the 1965 Springfield football team that had an undefeated season. Whiting was awarded honorable mention All New England during the 1965 season.
