Claudio Ragazzi, director of Inquilinos Boricuas en Acción's Arte y Cultura, plays the guitar at what seems to be a celebration behind the Residencia Betances. Inquilinos Boricuas en Acción opened Residencia Betances in 1993 to provide housing for previously homeless Hispanics with mental health problems. The five-storey row house was staffed by bilingual and bicultural staff 24 hours a day.
