Festival Betances celebrates Puerto Rican and Latino arts and culture, the founders of Villa Victoria, and the memory of Puerto Rican patriot Dr. Ramón Emeterio Betances, and features artistic performances, youth and family events, traditional foods, handcrafts and vendors.
