Contains information on the grant received from the National Endowment for the Arts for the National Center on Institutions and Alternatives to create a national gallery, Firebird Gallery, that offers the artwork of institutionalized artists. The gallery also has an arts resource center, a lecture series, and promotion of exhibits and sales throughout the country. Plans for an Advisory Board with fifteen members to choose the artists, the estimate cost for each show, and the annual budget are included.
