Festival Betances, the oldest Latino community arts festival in New England, celebrates Puerto Rican and Latino arts and culture, the founders of Villa Victoria, and the memory of Puerto Rican patriot Dr. Ramón Emeterio Betances. A crowd of men, women, and children stands in the street, on the curb, on the sidewalk, and on ledges in order to watch the events.
