Won't Predict Inauguration Day Weather - Dr. Charles Greeley Abbot, a former secretary of the Smithsonian Institution, well-known for his long-range weather forecasts, says he won't predict the weather for President Johnson's Jan. 20 inauguration. He says his system, based on atmospheric conditions and solar radiation calculations began to go haywire about 1952. He holds a graph of his seven year (1957-64) prediction and actual rainfall in Japan, which he said was so accurate, the Japanese papers gave the story a big play.
