Safe Neighborhood Tower.
1994
People in hats and scarves gather at the base of the Safe Neighborhood Tower. The tower is constructed of wood and netting and is covered with pictures drawn by children and neighborhood residents. Many of the pictures, shaped like badges, consist of portraits and names of individuals. The project was part of a Safe Neighborhoods program.
