Splashing Along Charles Street between Boston Common and the Public Garden, these cars found the water hubcap-deep and the going mighty slow. Cosimo DeChiara of Waltham, whose car engine stalled in the water, rolled up his trousers and waded out of the flooded Charles street area. He was on his way to a wedding. Scenes like these were common throughout Greater Boston yesterday as cloudbursts dumped up to three inches of rain on the area. But art lovers flocked to the Public Garden.
