Anthropomorphism in Rittenhouse Square Park, Philadelphia, PA USA

Many years ago, I followed a local Philly (Philadelphia, PA, USA) artist on Flickr. This was during the late 2000s. After a while, I had decided to leave Flickr altogether, but saved a bunch of pics from various photographers, artists, etc., before leaving. Unfortunately, I never did get the name of the artist. I even created a Reddit post about this painting in r/Philadelphia with an attempt to identify the artist. https://www.reddit.com/r/philadelphia/comments/1636myq/searching_for_the_name_of_an_artist_and_their/ I believe the style mimics that of the famous, 'Paris Street; Rainy Day', painted by French artist, Gustave Caillebotte. But these photographs are offered here in a more permanent fashion for all to enjoy. And hopefully one day, someone can put a name to the artwork.
