Convicts are being largely employed in the cleansing and disinfecting of infected places. The labour is quite voluntary on their part, and it is understood in the arrangements that for every day put in at this work one day is remitted from their respective sentences. Smoking is allowed. Guards are stationed at each end of every street or lane in which the convicts may be working."
