Uniform hat for cold weather

This letter carrier's uniform cap is for the winter season. There is a navy-blue elastic strap that connects with a metal snap over the top of the hat, probably a chin strap. The fabric texture and color are similar to denim but there is no fabric identification label. It has a tag with "Super Dynel Fur" and "regulation approved," and a union label on inside rim "United [unclear] Garment Workers International." It is size large.
