Postmaster’s bill printed for use with dispatches from Philadelphia Post Office were for the receiving office to check the incoming mail against. This record was for three letters (one at the single sheet and two at the double sheet rate) that travelled without postage paid to Newport, Rhode Island (location noted on top right and reverse). The form is signed dated at the bottom right.
