US POD Foreign Propaganda Unit postcard notice

?POD Form 2153-X, Aug. 1963, Foreign Propaganda Unit printed notice is perforated on three sides and is stamped in blue with "#9888." The postcard notice from the Foreign Propaganda Unit of the US Post Office Department contains typed portions personalized for the addressee of a periodical from China, "El Popola Cinio, No 2", stating that the periodical has been classified as communist political propaganda by the US Customs Bureau and asking the addressee to decide and indicate whether the periodical should be delivered or not and returned to the address of the postal unit in San Francisco, California.
