Green complains of postmasters who violate the regulations requiring that stamps be cancelled with printers' ink. "Yet there are many that use a red substance that easily rubs off in fact I have myself tried the experiment & found by a little rubbing on my (woolen) pants I could rub off the matter put on by the postmasters so that it could not easily be detected."
