Written from Honolulu on March 16, 1899, Hawaiian Postmaster General Oat requests the manufacture and shipment "as quickly as possible" of 100 packages -- 250 sheets each -- each sheet 50 stamps -- of the 5-cent stamps, "as per sample enclosed." [the 1894 Hawaii Scott 76 was affixed]
