5-cent blue tied by Richmond, Virginia cancel on September 1862 cover to Cobham, Virginia making it underpaid as the rate had changed to ten cents for all distances on July 1, 1862. This may have been intentionally overlooked as it is docketed as having been sent from James A. Seddon, who was the Confederate secretary of war.
