Gilt lettering can be seen on the leather fragments that made-up the spine of this manuscript’s original cover. The scant binding holds together the remaining printed pages with the tenth act passed in the ninth year of Queen Anne’s reign (9 Anne c 10). Passed on November 25, 1710, in the session of Parliament, the act detailed governance and administration of the post office throughout the empire. Several of the measures specifically applied to the British authorized postal system in the North American colonies. Through this act, Parliament set forth the rates for postal service in and between Great Britain and the colonies as well as rates on foreign mail. It also established deputy postmaster general positions in the following locations: Edinburgh, Dublin, West Indies, and New York. The act became effective on June 1, 1711.
