A proof of the 2-cent design pulled in black ink was glued to a standard letter-size envelope to create this mock-up or model for approval. See that J.E.C. [Carpenter?] okayed the design on January 31, 1884 as did someone else on February 4, 1884. The handwritten note cites: "When P. B. Hill has ____bls taken off apprvd [approved or approval]".
