Owney received this identification token from Thomas L. Dickey of Lowell, Massachusetts. There is no indication on when Owney received the tag. Dickey worked in the insurance business, specializing as the tag notes, in fire insurance. Lowell was an active railway town in the late 1890s, with at least five different lines running in and out of the town for Owney to choose from.
