Owney received this dog tax license token while visiting Winnipeg, Manitoba, Canada. According to stories in some US newspapers, Owney was once detained in Canada for not having a valid dog license. Perhaps his postal clerk friends purchased this token for him in 1895 in the hopes he would have a trouble-free visit in Winnipeg.
