Sometime between 1895 and 1902, the Post Office Department hand stamped “Specimen” on current stamps, probably as samples. In 1897, the Bureau of Engraving and Printing produced 125 sets of current stamps overprinted with “Universal Postal Congress” for delegates at the conference.
