Owney received this identification tag from Charles Davis of Puyallup, Washington. Davis was not a postal employee but worked for the Northern Pacific Railroad. By the 1920 census Davis had been promoted to coach foreman in that company. Puyallup was along the railway’s line into Tacoma, Washington. Both cities were popular stops for the traveling pooch.
