The 1938 definitives resulted from President Franklin D. Roosevelt's desire for a stamp series in which every U.S. president was featured in the order they were elected. Lincoln, the 16th president, thus appears on the 16¢ stamp. This was an odd value that by itself didn't correspond to any heavily used postal rate, so the stamp was more commonly used in combination with additional postage to pay fees for airmail or special delivery service. The design is from a marble bust by Sarah Fisher Ames in the art collection of the United States Senate.
