This is the appointment of John Harper to deputy postmaster, Chester, Pennsylvania, and is signed by Postmaster General Ebenezer Hazard on March 29, 1784. Hazard was the third Postmaster General (1782-1789) and was largely responsible for reforms and refining the operation of the early postal system.
