This cover addressed to Representative Caleb Cushing has a round blue hand stamped Baltimore, Maryland postmark dated February 3. It was originally franked with a hand stamped blue Free notation, but that notation was crossed out and a hand written fee of 20 cents was applied. It appears that the originating postmaster did not recognize that this cover was addressed to a member of Congress and assessed postage. The cover also has a hand stamped return address of a hotel in Baltimore.
