Written on August 16, 1894, in Honolulu and "handed to [the American Bank Note Company] by E. H. Allen, [Hawaiian] Consul, August 31, 1894." Postmaster General Oat enclosed a design for a new 12-cent postage stamp for the Republic of Hawaii which he wanted the American Bank Note Company to engrave and print in the same color blue as was used for the U. S. 1-cent Columbian stamp.
