Submits stamp designs for approval. Although the postmaster general had suggested the head of Andrew Jackson for the 5-cent stamp, they have substituted the head of Benjamin Franklin instead, and they hope the postmaster general will approve the change. Anticipating that the pen and pencil sketches will be approved, they have begun to engrave the steel dies so there will be no delay in getting the stamps ready for use in case they are adopted.
