Spread eagle surmounts circular medallion with upper portion marked "U.S. POST OFFICE" and lower portion inscribed "M.V.S." Medallion bears horse and rider at center, surrounded by "POST OFFICE DEPARTMENT UNITED STATES OF AMERICA." Numerical figures inscribed on skirt.
