This is a Memphis 5-cent provisional adhesive stamp on cover to New Orleans, Louisiana. The cover bears a black "ADV" at the top and center, indicating that the intended recipient, H.H. Williams, had not yet picked-up his letter at the local post office. Hence, the letter was advertised in the local newspaper.
