Morris encloses the previous letter for Johnson's consideration. He would like to see all mail matter prepaid by stamps. This would prevent the theft of cash given to clerks and porters to pay the postage on mail being carried to the post office for deposit. The letter reports that the clerks and porters sometimes deposited without payment, forcing the addressees to pay the postage. He knows of one case where the clerk pocketed 70 dollars given to him by his employer for the prepayment of mail he was delivering to the New York City post office.
