Lithograph portrait is of William Goddard (1740-1817), an early organizer of the U.S. postal system. Goddard was a printer, newspaper publisher, postmaster in the British General Post Office of North American, founder of the subscription Constitutional Post, and appointed surveyor of the American Post Office in 1775.
