In this July 3, 1918, memo, U.S. Army Captain Benjamin Lipsner asked the Army to grant his request for a ninety-day leave “for the purpose of installing a Mechanical Maintenance System” for the Post Office Department. Lipsner stated that he believed "his services would be of greater value to the Government during such period in connection with the Aerial Mail Service than in his present duties which are temporarily slack.”
