Factory Point, Vt. postmark, manuscript 5-cent rate for up to 3,000 miles if not prepaid per rate act of 1851; folded letter to Rutland, Vt., manuscript "Refused" (the included letter was from his wife!). From a shipment of dead letters from Rutland to POD in Washington that was stolen in 1852 and recovered in 1955.
