Wool bunting pennant flag. Flag is divided in half down horizontal median; the top half is red and the bottom half is blue. In the center of the flag is an eagle in flight, facing the hoist, with two olive branches and three arrows in its claws. The eagle appears to be stenciled on in white paint. White hoist with no grommets. There is an inscription on each side of the hoist; one side reads "Brg/Art'y Dept of West V[illegible]" while the reverse reads "RC Toy 49 N 9th Phila."
