Colin Powell was promoted to four-star general in April 1989 and served as the Commander in Chief of Forces Command (FORSCOM) at Fort McPherson in Georgia. As Commander in Chief, Powell oversaw all Army, Army Reserve, and National Guard units in the continental U.S., Hawaii, and Puerto Rico.
